WASTE MANAGEMENT

The challenge of managing the City's waste has become significantly more complex in recent years and the scale and pace of the changes required to meet European directives show no sign of abating.

With landfill capacity severely restricted and recycling targets set at 25% of household waste by 2005, rising to 40% by 2010, major alterations have been made to the way the City and its residents manage their waste.

Lisburn City Council, together with 10 other councils from the Eastern Region of Northern Ireland, continue to work within a partnership known as arc 21 to address these important issues.

In June 2002 the draft Waste Management Plan published by arc 21 was submitted to the Department of the Environment and was formally approved. A review of the plan including a public consultation took place earlier in 2006 with the reviewed plan submitted to the Department of the Environment on 30th June 2006.

The Plan sets out how we propose to deal with our wastes for the next 20 years. One of the key components of the Plan relates to the formation of a Statutory Joint Committee which has given these Councils legal and executive powers to implement the Plan.

Strategic Principles

The principle objective of the Plan is to identify the options for managing waste within the Eastern Region, which draws the right balance between:

  • The provision and maintenance of sufficient disposal capacity to deal with the waste produced;
  • Meeting strategic targets for reduction, recycling and recovery;
  • The protection of the environment for present and future generations.

The targets and methods for dealing with municipal wastes are:

 

Household Waste Recovery and Recycling Targets

  • To recover 25% of household waste by 2005, of which 15% is to be achieved through recycling and composting.
  • To recover 40% of household waste by 2010, of which 25% is to be achieved through recycling and composting.

Waste Diversion Targets

  • Reduce the quantity of biodegradable municipal waste landfilled to:
    • 85% of 1995 baseline levels by 2005
    • 75% of 1995 baseline levels by 2010
    • 50% of 1995 baseline levels by 2013
    • 35% of 1995 baseline levels by 2020

The arc21 strategy also endorses the full range of targets for municipal and other wastes set out in the NI Waste Management Strategy.

 

In 2004 Lisburn City Council collected and managed 70,980 tonnes of municipal waste and from that 12,737 tonnes was composted and recycled.
