Lisburn City Council’s First Court Conviction for Smoking in a Smoke-Free Place On 26 June 2008 an Individual was convicted for smoking in the communal area of a Housing Association premises in the Dunmurry area. During a routine compliance visit at the premises on 9 November 2007, the Council’s Tobacco Control Officer witnessed the individual smoking in the enclosed premises, which resulted in a fixed penalty notice being issued. The case was heard at Lisburn Magistrates Court on 26 June 2008 and the Defendant was convicted for “Smoking in a smoke free place”. The Individual was fined £150.00 and ordered to pay £94.00 court costs. They were given four weeks to pay the fine.
