LISBURN DISTRICT POLICING PARTNERSHIP (DPP)

Lisburn District Policing PartnershipLisburn District Policing Partnership (DPP) was formally established in March 2003 and is a partnership set up between Lisburn City Council and representatives from the wider community.  It is independent from the Police Service of Northern Ireland.

Lisburn DPP consists of ten elected members from the Council and nine independent members, all coming form diverse community backgrounds, bringing with them a wealth of experience in both community safety and community policing issues.

WHAT ARE THE RESPONSIBILITIES OF LISBURN DPP?

The responsibilities of Lisburn DPP are to:

  • Consult with the local community on local policing issues;
  • Assist in establishing local policing priorities for the local policing plan;
  • Monitor the performance of the police in Lisburn in carrying out the local policing plan;
  • Act as a forum for discussion on matters affecting the policing of the City; and
  • Develop ways of gaining the public's co-operation in working with the police to prevent crime.

HOW WILL THE DPP BENEFIT YOU?

Lisburn DPP provides the residents of the City with a unique opportunity to shape local policing.  The DPP will act as a mechanism through which members of the public can question Lisburn's District Commander on the policing of the City and issues which are having a direct affect on them and their neighbourhoods. 

MEETINGS OF THE DPP

Lisburn DPP will hold at least six public meetings per year.  All residents of the City of Lisburn are invited to attend each of the public meetings, which are to be held at venues throughout the City. 

At each public meeting the PSNI District Commander will present to the DPP a report, outlining key aspects of policing throughout the City over the period.  DPP members will then question the Commander in respect of his report and monitor the performance of Lisburn PSNI against the targets set out in the local policing plan.

HOW TO ASK A QUESTION AT A PUBLIC MEETING OF THE DPP?

The process for asking questions is to submit a question either in writing, by e-mail (dpp@lisburn.gov.uk) or by fax (028 9250 9285) addressed to the DPP Manager at least ten working days before the date of the public meeting.  Alternatively, a member of the public and/or organisations may choose to ask a member of the DPP to raise a question on their behalf with PSNI District Commander.  This must be done prior to the commencement of the meeting. 

PUBLIC OPINION

The residents of the City of Lisburn will play a major roll in the success of the DPP therefore your opinion counts.  Lisburn DPP will be carrying out a consultative process throughout the year, specifically targeted at local communities, asking for your views on policing issues throughout the City.  Both the PSNI and Lisburn DPP will use the information gathered in the formulation of the Lisburn local policing plan.  Information will be gathered in the following ways:

  • A public consultation survey every two years;
  • Public Consultative Forum meetings to enable the public to present their views on policing and the issues which affect them;
  • Focus group sessions to consolidate issues raised in the survey and at the public meetings; and
  • Ongoing Consultation with local Community Police Liaison Committees and community forums with an interest in policing issues

Councillor Beckett is a member of the Democratic Unionist Party. He has previously held the position of Chairman for two years.

Councillor Carson is a member of Sinn Fein and was appointed to the DPP in January 2009. He is the current Chairmanof the Lisburn DPP.

Alderman Dillon is a member of the Ulster Unionist Party. He is a former Chairman of the Lisburn DPP.

Councillor Gardiner-Watson is a member of the Ulster Unionist Party. Councillor Gardiner-Watson was the first Chairman of the Lisburn DPP.

Councillor Givan was elected to Lisburn City Council in 2005 as a member of the Democratic Unionist Party representing Lisburn Town North.

Councillor Tolerton is a member of the Democratic Unionist Party representing Dunmurry Cross for the past two and a half years and was appointed to the DPP in 2008.

Mr Annon is a 31 year old Vending Machine Services Manager and has lived in Lisburn all his life. He is the current Vice-Chairman of the Lisburn DPP.

Ms Armstrong is the Neighbourhood Renewal Manager with the Colin Neighbourhood Partnership and is also involved in the Dunmurry Community Police Liaison Committee.
   
Ms Emma Jane DonnanMs Emma Jane Donnan
Ms Donnan is a Civil Servant from Maghaberry.
 
Mr Michael GeorgeMr Michael George
Mr George is a Community Safety Development Officer for the Colin Neighbourhood Partnership and has had a fulfilling first year as a member of the DPP.
   
Mr Stephen MagennisMr Stephen Magennis
Mr Magennis comes from the Colin area and is Vice-Chairman of the Dunmurry Community Police Liaison Committee.
 
Ms Greta MahoodMs Greta Mahood
Ms Mahood has been involved in Victim Support for the past 20 years and is a past Chairperson of Victim Support Northern Ireland and comes from Lisburn North area. She is the current Vice-Chairman of the Lisburn DPP.
   
Mr Brian MarleyMr Brian Marley
Mr Marley is a Sales Representative from Lisburn. He is a Co-ordinator for Drumbeg Neighbourhood Watch and a Committee Member of Drumbeg Residents’ Association.
 
Mrs Heather McKinleyMrs Heather McKinley
Mrs McKinley is a Civil Servant from the Dromore area and has held the position of Vice-Chairman of the Lisburn DPP.
   
Mr John PalmerMr John Palmer
Mr Palmer is a Motor Mechanic and a member of Lisburn Road Safety Committee and Hillsborough Old Guard Historical Society.
